    this site has seen some pretty ugly ones but your rig looks nice & If it lived so long it was cared for. check the transom for abnormal flex... if it was run regularly it may just need fresh gearcase oil if no water intrusion detected , a new impeller and a good shot of quality...

    actually there is an excellent utube in 2 parts on the 9.5 carbs... the rest is electricals (coils condensers points timing and plug wires) scan utubes there are good ones on rebuilding the ignition which is not that complicated. timing with a vom is also easy see video and you won't...

    expect compression from the mid 60'S to mid 70s higher would be better but work fine at 65-70 psi

    change impelller change gear oil look for water ... if water may need a GTC reseal test for strong spark 73 coils may be still good points may or likely need clean or replacement as well as condensers a good carb clean up won't hurt but it may function without one depending...

    vents are meant to let air in or out as the fuel level rises and fall inside the carb bowl the float should stop excessive fuel reaching the vent hence, as indicated, the float/inlet needle set up is not set properly carb and toilet bowl floats work the same way :) they rise...

    don't realy know you can use a less harsh solvent like fuel oil kerosene you can tape up the plastic part on the shaft if worried fresh gasoline could surely do to clean the carb and that carb lives with gasoline all the time so i doubt it would be affected . air blow all passages...
