    pull the exhaust manifolds, if its rusty valves, the exhaust ports will look like rusty hell. at that point, you are pulling the head.

    drain the block, drain the manifold, pull the large hose and drain that if you want to add antifreeze, use a funnel at the thermostat housing after draining.

    you sure you have spark? the 1999-2003's suffered from crappy ignition trigger modules easy to check for fuel. with spark arrestor off, look down the throat of the carb for a stream of fuel when someone gives it throttle. if you have fuel, you may not have spark.

    the bilge drain is the threaded one in the floor the mouse-hole drain is to keep crap from building up in the seat bases. there should not be a plug there. if water is coming out of there, you have a crack or hole in your boat

    Volvo recommends changing the impeller every 2 years what vintage? did you check the pot-metal or plastic fitting at the drive where the raw water hose is connected? pull the hoses from the thermostat housing and back-flush to get all the pieces out?
