    The motor is a 76 model.-----Good when built , but now 50 years old and perhaps 5+ owners.----I think parts are easy to find for these.

    There are 5 bleed inserts.-----In the past I installed 8-32 set screws with 0.040" hole.----Never to fall out again.

    I believe that motor needs to idle at about 1200 RPM for proper cooling.

    Have battery load tested.----Take starter apart for inspection .----No money spent on this.---Are you pushing key in and hold key in while cranking it over ?----Do ohm check on starter armature.

    Your pictures clearly show the electric choke installed on the carburetor.

    Plugs look different.----Checked fuel pump diaphragm?

    Remove bypass covers ( 4 screws each ) look at pistons / rings.

    Simple to take starter apart for inspection / new brushes.----Do an ohm check on armature.---Should read infinity.

    It is MORE than a little low.----Pull bypass covers and look at pistons / rings.----Unless you have a faulty gauge?

    ????----It is a part made of CARBON !!---Very common item / material used in mechanical seals.----Make sure you assemble with this simple / durable seal.---Good luck with your motor.

    The black part is CARBON.-----The crankcase does NOT have its own seal either.----But good luck with your motor !
