    Those restrictors are for the exhaust crossover in the intake to warm the base of the carb & auto choke spring. The restriction limits the flow to keep from overheating the carb base….

    To start a 115 outboard I would think the smallest I’d go is a gp 24 dual purpose or starting battery…. I have 2 dual purpose gp 27 marine batteries on my boat and they start the boat very easily and the 55 amp alternator has no trouble keeping them charged…

    Advice on Removal of manifold Mercruiser.

    If the rubber exhaust are really stuck which can happen if there was a past overheat you can CAREFULLY heat them with a heat gun monitoring the temp with an IR temp gun, about 125* is hot enough. The double clamps are normal; this prevents leaks due to engine vibration & movement.
