    My initial thought is that it may be a plastic nipple for the speedo tube...and the hose runs up to the speedometer...but thats just a guess. blow some air in the hose and if your speedometer gauge moves...its your speedo tube.

    Did you ever fully drain the fuel tank? You said you suspected water in the fuel due to missing the vent cap...and that you removed the filter and carb...but if you didn't empty the tank...which may have a good amount of water in it...you are going to keep having the same issues...namely, fuel...

    Are you talking about modifying it to have an electric start? it originally comes with Johnson part number 383031.... You can find the original rewind starter Assembly on ebay for around $300. Not sure of an answer if you mean switching that out for an electric starter.

    Could be several reasons...the hub has slipped...your gears are shot...shifter isn't putting it in gear... When you put the shifter in forward, can you spin the prop freely by hand? What type of OMC drive is it? Cobra?

    A serial number or even the year of your motor would go a long way in getting help. There are a lot of 9.9's out there.

    Is this a 2-stroke or 4-stroke motor? You will want to keep the carbs in the same order they are on the motor, as the way the fuel lines attach is set up for them to be top, middle, and bottom. Depending on what motor you have, there will also be a syncing process you will need to do when...

    I would need the model number of the motor to say with 100% certainty, but if you in fact have a 1988 2.3 motor, then yes. the 984461 part number would be the correct OMC part number for the water pump kit for that drive.

    Make sure you also change the water pump impeller when doing lower unit oil change. Make sure you know how to change the gear lube on the OMC, as it is a different technique than some outboards...there are 3 plugs, not 2... and you fill from the middle one....a little research on doing it...

    I agree that while it sounds like a stuck float...2 carbs makes that unlikely. Also check the fuel line and connections for any cracks or non secure fits. Could also be sucking in air somewhere along the fuel delivery causing it to stall out.

    Is it a remote tank? Could be as simple as forgetting to open the vent on the fuel tank and causing an air lock after a running for a few seconds....
