115 evinrude 1973 full throttle

so at full throttle, i go faster at times than ohters. it opens up to about (guessing) 40 mph, and others maybe 20 mph, any advice?

Are you dropping a cylinder, use a timing light to check each plug wire.
Does pumping the primer bulb help, maybe a defective fuel pump.
Could have a restricted high speed orifice in the carbs.

What do you mean, dropping a cylinder? can it run with less than all four cylinders working? does it have a fuel pump, i think its carb.

Yes it can run on less than 4 cylinders.
Yes it has a fuel pump.
