115 hp merc....unexpected revving...poor excelleration

Compression is 120 all across. When i take the throttle up it responds until i get to the last section of throttle it bogs, hesitates badly and finally stalls. Its very hard to get started again but finally does. i can drive around the lake from zero to half throttle but no further in speed or it will do the above
Also it unexpectedly will start up and rev very high in nuetral...but this doesnt happen every time.
The carbs have been newly cleaned

2stroke...4cyl....115hp...serial no. 0D269958...unsure of yr. Possibly 1992

Check for a sheared flywheel key?-----Costs nothing to check it.

Looks to me like the fuel line in behind this "cam" could be pinched off when the cam goes full travel...its all we could find so far...your thoughts,??

Is this a 2+2 engine ? Is the change over happening ?

Yep a 2+2...accelerator pump in bottom right lower corner of pic

UPDATE.....we have found water from a poor sealing gasket,leaking from the large side plate that has all the bolts through it..not sure what that cover plate is called.
But...would water leaking from a gasket cause all these issues above?

Also...water coming from front portion of engine..but only happens on the lake..not with muffs...you can see the water flowing over the one bolt head in photo
