I've been round and round on the compression tester thing myself. I finally brought mine to work and tested it at a known pressure, and it was spot-on. All a compression tester is is an air pressure gage connected to a one-way valve to hold the reading. I collect early motors, my oldest being a '22 Johnson, and all of my pre-war engines are under 70 psi. I won't tell them they can't run if you won't.
I'm going through the same compression issue with a 2000 15 hp, and both cylinders were down due to a blown head gasket, which was due to a (very) warped head, which appears to be due to overheating. Once I deck the head, I'll see what kind of compression it has.
