15hp Mercury Won't Start After New Carburetor

Good afternoon my boating brothers and sisters. Here is the information about my engine:

Motor serial number: 1B452897
Make: Mercury
Horsepower: ME 15M 4S
Year: 2007

So a month ago I noticed the carburetor was leaking fuel from the bottom. The boat would start fine, but would start to hesitate and try and stall from 20-30% power. Once you got past 30%, it ran fine. So, I decided to just go ahead and replace the entire carburetor since it is 11 years old and I am not the best about carburetor rebuilding. Now the engine won't start after a new, OEM, carburetor was installed. I check the following:

1. Motor is in the "run" position
2. Choke pull is pulled out
3. Throttle set about about 10%
4. Vac tube is connected
5. Fuel line is connected
6. Fuel bulb squeezed until firm
7. Fresh fuel
8. Clean fuel filter
9 Mixture screw set 1.5 turns once needle is seated

I don't understand what I am doing wrong. What did I miss? Any suggestions would be appreciated. I am trying to get this boat "water ready" so I can sale her.

Have you confirmed that the carb is actually getting fuel? A hard primer bulb does not necessarily mean the carb is getting fuel.

Does the motor have a kill button? If so check to make sure its not defective. I have seen them pressed so hard they get stuck in the kill position.

Does the engine at least pop at all?

Assuming that it was running when you replaced the carb, I would guess that its a fuel supply issue.

Also you said "sale her". Not that its important, but did you mean "sell" or "sail" ?

LOL, "sell her". Sorry, I am doing a million things at once here and did not even pay attention. I am going to pull the fuel line from the carb when I get home to make sure fuel is being pushed into the carb. I never thought about that before. No, the engine is not popping at all. Motor has a kill switch only and it is set to the "run" position.

Just for argument sake. Lets say I pull the fuel line, pump on the primer bulb and fuel is flowing, what is something else I could look at.

Like I said, it was running before replacing the carb, I didn't unhook anything other than the required items to remove the carb and replace it.

OK, just to be clear. You didn't change anything else like a new fuel line or new primer bulb?

I'm not real familiar with your particular model, but you could try turning the mixture screw out another turn. Sometimes it needs to be a little rich for an initial setting.

Sorry, I did not have a chance to mess with it yesterday, it was storming pretty hard when I got off work, I am hoping to mess with it today though
