Chinewalker - where'd that exploded view come from? That's not the same one that's in my parts manual (Johnson Motors Parts Catalog 1957, Models RDE-RDEL-19 and 19M, 35HP, P/N 377024). My manual has exactly zero information about tiller assembly. Weird.
I suppose there's a chance on the flywheel thing, although my guess is that the spring seat is missing. When I took the screw (123) and handle (117) off, the spring (120) came out, but nothing else came out and nothing else appeared to be up inside there. I'll have to double-check when I get home.
I've found a couple of possible replacements available online, but none of them are specifically off a 1957 35HP. There's one off a 1958 18HP that looks like it might be right, one off a 1956 15HP that also looks the same, and another guy who says he's got one that'll work but it might not be a matching color or have the right grip (waiting for pictures on that one). I'm hoping somebody can confirm that the 1958 18HP unit will work, because the outfit that has it for sale has a couple of other things I need and I like one-stop shopping.
EDIT: Funny how the prices of these parts differ. What appears to be essentially the same part (the tiller arm from the "elbow" out to the grip) is available for anywhere from $25 to $175. That's just the range on the ones I listed above.
