1959 Johnson V50 Outboard Oil Vent?

Thanks to all in advance for your help. I have some kind of oil coming out of this small hole that says fill with hypoid oil, and I am not sure if it should be, please help. Is water getting into my lower end?

That is likely a drain hole for a cavity in your lower unit. If you can, make sure it stays clean and free and doesn't get plugged up. The oil you see coming out of it, is unburnt oil from the engine, that has settled in the lower unit. This is very common.
