If you lay the motor on it's back, you can likely get the screw to fall out the exhaust outlet.

Sounds like all kinds of troubles. You have your shift rod coupler apart and have dropped the bolt. You might be able to shake it out, but I think you should take off the rear shroud and remove the gear housing to get to it. (It should fall out as you lower the gear housing.)

That way you can check your impeller out, and also find out if you have gear damage by working the shift rod and turning the prop while watching the drive shaft and listening/feeling.

I think the shift dog in the gear housing is out of position, like someone pulled the "Leave it alone" phillips head screw, and didn't get it back in right.

You will probably want to drain the gear box before you take the lower end off and refill it when your done.

I'm thinking the same, that phillips screw was out and not replaced properly.

There is only ONE position where the shift rods fit properly into the coupler, and that is where the recess in the ends of the shift rods line up with the bolt holes in the coupler. Only in that position will the coupler bolts easily screw into the coupler. If the recess in the end of the shift rod doesn't line up with the bolt hole, you will strip the threads on the bolt and you will almost have to force the bolt in. If you are sure the shift rods are properly installed in the coupler and it's still not shifting, then you either have play in the upper shift rod, or the Phillips pivot pin at the bottom of the lower unit is not engaged in the shift yoke, as said before.

The two sections of shift rod have recesses that need to be held by the screws, so the screws have to be out to properly align the shift rod sections. Once you have them correctly aligned, the gears should shift properly.

You still don't know the condition of the gear box, shift dog, gears, impeller.

I take it you found your bolt.

If it doesn't work now then it has to be in the gear box. It really isn't hard to inspect, if you can get the screws out of the case. Bear in mind the gear oil is not fun to wallow in... Drain the case and crack her open. The phillips screw is a pivot for bellcrank AKA shift dog. If it's not in properly it just won't work.

It could be possible to check it without taking it apart. Lay your engine with the philips screw up and the lower end level (so gravity doesn't work against you) pull out the screw and look in it hole. you should be able to see if the screw/pin goes through a steel bell crank or not. If not you must disassemble to assure the shift dog is engaging properly.
