Getting good advice -- don't mean to be a contrarian, but I don't think your carb uses a boss gasket -- seems to me that came up before with another lister with a similar motor; in checking, I don't see it on the parts diagram (http://epc.brp.com/Index.aspx?lang=E...5-2ce316e9fcbc). Can see what you think.
There appear to be a couple of plugs, one (#2) on the top by the core plug, and another at the carb bowl (#34) -- called the fuel passage plug. I would say if there are more plugs than shown, a PO might have incorrectly put them in there, maybe blocking a passage or vent.
I agree you probably don't need to soak it again -- might want to pull it apart, though. Using the plastic nozzle, I would spray carb cleaner in every hole, top, bottom and sides. See where the spray comes out (Keep your face away.) Would do the same with the high speed jet under the hex bolt on the bottom front. I've also run monofilament or thin soft wire through them (really not all that tiny an "orifice"), but that's heresy and can't recommend it. They are brass and can be damaged (think folks sometimes talk about using a drill bit the size of the opening -- definitely a real bad idea.)
