I'm about ready to buy a new lower unit for this motor(1972 Evinrude HydroElectric 65 HP) just from frustration!

Here is what is going on. I have thoroughly checked all wiring switches solenoids etc and believe they are all working properly. I have been on this forum reading all the comments and have found it to be very helpful. Now I'm stuck- I have the lower unit off and on the bench. It is in neutral which I assume is wrong and I can't get it in forward.
I have setup a drill press to spin the shaft and the only time anything happens is when I give twelve volts to both wires. It bogs the drill down and tries to go into reverse, in fact the prop does spin some.

With no power why isn't it in forward?

This is the last hurdle in a three year restoration project that has both boat and motor looking almost brand new.

I did have it on the water once this summer and it ran and worked okay but started developing shifting problems. First, not going into forward and reverse worked fine and then jumping into forward by itself.

Anybody know where I can get a used gearcase/lower unit for this? Any advice to fix mine would be great.

Thanks again
