1975 25hp shifter

Hi all. I am having a problem changing gears on my 25 hp 1975 evinrude. I start the engine in neutral then put it in gear. When I try to take it back to neutral, I have to turn the armature back so that the shifter can go back in neutral. I also have a part that looks like it would lock out the fly wheel. It looks like a plastic part that goes in back of the gear shift. I think that it might be broken. If so, where can I find one? Any advice is appreciated. I tried to attach a pic. I hope that it worked.

When it is working properly it keeps you from starting the engine in gear.

Thanks for the info! I am having trouble shifting the gear lever back into neutral. If I take the cowling off and advance the points housing (i think that is it) I can get it into gear. If I dont the stopper will not allign. Is that due to the lockout lever also?
