Is the mist fuel or water?

It is a mix i think. It smelled like fuel, but i tasted a touch of it and it did not taste very much like fuel at all.

Sounds like your starter is on the way out and might might need new brushes or a complete replacement is your jumper completely charged insufficient power will also cause the starter to spin slow or not at all ? I know you probably already checked but is your battery fully charged ?
the reason it spins it fine with the spark plugs out is because there is no compression . are you able to turn the fly wheel at all when the spark plugs are in?

Yes the battery is fresh of a overnight charge.

I can also turn the flywheel by hand with all the plugs in.

I guess i will be buying a new starter.

let me know the best price you can find and ill try to help you find a cheaper one the last one i replaced for was only 75 bucks brand new not oem it but its going on 4 years now :) also im concerned that the starter doesn't do anything from the switch when you turn the key even if it is going out it should still do the same thing it does when you hook up the jumper do you have a manual ? also were you able to turn the flywheel with your hands with the spark plugs in?

If you have a multimeter let me know and i will walk you through troubleshooting the solenoid to rule it out before you buy anything

Yes i can turn the flywheel by hand with the plugs in.

I also do have a multimeter, so i would can test the solenoid if i know how.

Okay sorry you had already posted that you could turn it earlier my bad
anyway these set of tests will not only tell you if the solenoid is bad but also if you have shorts or a bad connection in your cables i know you checked them and cleaned them but ive seen it where they have corroded internally and you would never know it its strange the places water can get .
so you will need a multimeter , and someone to crank the motor for you you dont need to crank it for an extended period of time just long enough to get a reading ok.

ok here are the tests make your you do them in a way that your motor will not start plugs out and kill switch if you can we dont want it starting while ur trying to test it
if you are unsure of what im saying just ask and ill clear it up


first test is::::::

place positive meter tip on the positive pole of your battery
and the negative meter tip on the positive starter terminal(where the red wire from your battery connects to the solenoid ) then have some one crank it the reading on your voltmeter should be 0.3 volts or less

second test::::::::::::

connect the positive meter tip where the red battery cable connects to the solenoid (its where you had the negative tip on the last test) and connect the negative meter tip where the cable that comes off to your starter connects the the solenoid if i didn't explain this well ask and ill clear it up anyway have someone crank it the voltmeter should read 0.2 volts or less

Third test ::::::::::

positive tip on the meter goes where the cable from your starter connects to the solenoid (where you had the negative in the test before this) and the positive goes where the cable from the solenoid connects to the starter
have some one crank it meter should read 0.2 volts or less

it helps to draw pictures of each test lol well it helped me im better when i can visualize things

i forgot to ask if your battery has been load tested? it can be fully charge and still not work properly ive even had a brand new battery fail a load test once
you can take it to a local auto parts store most load test for free just take the battery in or if you do not feel like leaving borrow a known good battery and try that

It is the same battery that I have started the outboard half a dozen times with. So i am assuming it is load ready.

I have not had a chance to run those tests. I probably wont get to them till this weekend. But I will let you know the results when i can.

man I wish my little brother could get his hands on those kids that shot your boat with the paint balls i guarantee they wouldn't ever think about something like that again hes 16 but he would put a world of hurt on them
