Yes there is nothing stopping it from going back and forth. Needs to be hooked up at a minimum to the controls to test. I had it running without the lower end on it for 15 secs. But didn't have to worry because the shift rod want attached to anythingI do not believe those parts on the side of the block are the shift DETENT parts !!----They are the shift interlock bits.------May allow the motor to be shifted in or out of gear at too high an RPM.----It also depends on what type of throttle control was used.----Single lever or dual lever.----Those missing parts suggest to me that there are issues with the powerhead.----Running poorly and hence the removal of those parts !!
