Primer bulbs do not need to be vertical. Fuel filters also do not need to be vertical.

Primer bulbs have two check valves in them. I would think it rare for both to fail.

One more thing. If the fuel drained back into the built in fuel tank, it is likely the anti siphon valve on the fuel tank has failed, or doesn't exist. A-S valves act as another check valve for the fuel system.

A-S valves are usually located on the fuel pickup fitting. You should have a functioning one for safety. My SeaRay of about the same vintage had one built into the fuel pickup tube. it also had a filter in that same area. You might check it sometime.
