Do you know your engine serial number? It should be on the spark arrestor, look hard for it then go to mercurymarine.com, then click "Part & accessories", then "Mercury Parts catalog" and click "Launch Parts Catalog", then enter your serial number and click search, it will take you right there. With that you can find anything you want right here on iBoats.
That being said you should not be fighting it to start, my '06 3.0 has a carb and it starts first time every time, anything else is not acceptable (I do have TKS).. I believe in fixing before it breaks, so every year, plugs, cap, rotor, every 2 years, add wires and carb kit. If you have never done a carburetor kit and are not comfortable doing it your self then get it done once anyway, you will love the way it runs, todays gas can be hard on carb gaskets and such. My gauge only bounces very slightly, it's dampened well and only bounces a bit when it's pretty low, so yours could be normal, could have a sender issue, which is user replaceable. I fill it completely before every outing, the cost is the same, actually I fill it on the way home, then she's ready to go when the lake is calling.
I would like to see you get more RPM for sure, but don't try changing the prop before she's tuned up and running good. You really should get clean oil, clean gear fluid, tune up and carb overhaul, get that baby running good, strong and smooth then look at your WOT, you will be so happy with it and confident on the water you will thank yourself...I did. :joyous:
