1991 Evinrude 4 HP Deluxe Questions

Hey All!. Just got a 1991 Evinrude 4 HP Deluxe (E4RDHEIA) that was thought to be seized. Soaked the pistons for a week or so with Kroil and she came loose. Took the carb apart and cleaned it. Gonna get a carb kit now that it looks like its worth saving and sinking some money into it. Same with water pump kit. I have a few questions about this motor. I'm very green to outboards. I got it running and pumping water.

The twist throttle was very stiff. The handle had tons of sand in it. Got that all cleaned out. There's a plate under the flywheel that rotates when you twist the throttle. That was very stiff or stuck. Kroil loosened it up but not sure how free it should rotate. Someone help me out on that?

Also, there's a knob at the end of the twist throttle that threads inside the handle. When I took apart the handle, some plastic parts that look like they have broke off came falling out. Look to have came off of that knob. What does that knob do?

On the carb. What setting do I set the long brass screw to that the rotating knob or I think low speed idle knob beside the choke lever to?

Any other info on settings etc would be greatly appreciated.

The plate under the flywheel should move smoothly but with some resistance. This is your timing advance for throttle control. The Kroil probably loosened up some old grease and you're OK.

The knob at the end of the tiller is a slow speed adjustment for repeatable trolling speed. Not sure about the plastic bits.

The adjustment is for low speed mixture. Trial and error setting. At low speed, turn the knob to "lean" until it misses, then out about a bit until smooth.

With all that sand, it sounds like the motor might have been dunked. But you have it up and running, and might get some good use out of it. One way to go is to get a matching motor for parts swapping -- simplifies things if new to the game. They are good little motors (had a '90 version of the 4 Deluxe).

Thanks guys! From research the broken pieces appear to be blade shaped part of the knob. The low speed mixture screw has tons more adjustment than what the rotating knob that goes through the cowl gives. Wondering where it should be set at before installing the knob back on through the cowl. Currently have the screw turned out 1 1/2 turns out and knob set to mid point on cowl sticker.

There was no sand or anything under the cowl or anywhere just inside the throttle handle but you never know. I can get it to run and to me, sounds good until you let it idle. You can see the twist handle and linkage under the cowl slowly move to a slower idle. Thought that the throttle should stay where I set it. When it goes to an idle, it will die unless I give it a bunch of quick twists of the throttle and then it will rev back up. The only change I see by playing with the low speed adjuster is the response to the quick throttle twists to keep it going. That's why I ask about a starting point for the brass screw before I put on the knob that goes through the cowl.

brass needle setting would be about 1 1/2 or 2 turns out to start, then adjust leaner when warmed up and running. The knob and cowl markings are for reference after setting. Use a couple of packing washers (probably a cork washer, then a plastic one on top), and snug up the jam nut to keep it in place.
