1993 Bayliner Classic - Underpowered??

I am looking a buying a 1993 Bayliner Classic 2859. Very nice boat and in great shape. Under 800 hrs on it. It has a 5.7l Bravo II. We were out on the water testing it and at 4200 rpm, we were getting only 12-14 knots. We had 7 people on board but I am looking fo comments about whether it is underpowered. These boats came with 3 options, 4.2l, 5.7 and 7.4l What can be done to liven it up a bit? I am not sure what prop is on it yet but I think it is probably a 19 pitch however not stainless. I am going to the boat pulled out of the water and get it looked at but I am just looking for input.

What do you think??

Nothing that you will notice.
It's a twenty-eight footer, not what someone would call a light weight hull.
Of Course, if you wait long enough, the 383 stroker guys will come along.

28' boat + 7 people and only a 5.7? There is nothing you can do short of more engine. Even that 4.2 diesel was a slug. The 7.4 was still only a 25 mph boat.
I did repower one for a guy with a Volvo D4 260 diesel with a DPH outdrive. WOT was 35 mph, cruise was 30 mph & quiet @8 gph.
