1995 Mercury 60hp 3cyl 2cycle engine running problems

I share ownership on a 1995 pontoon boat with a 60hp mercury, 3cyl, 2cycle outboard. Sometime ago the flywheel cover ended up missing so no one has been able to properly time the engine. I bought a flywheel cover (hopefully it is the right one). The motor seems to run well enough in idle. In forward speed it has very little power (can't really create a wake). In looking at the linkage it seems that the throttle lever is not going far enough backward for any of the throttle stops to make contact so I am thinking that maybe the throttle linkage in not properly set to allow the throttle to get the engine to open up to top speed. Does anyone have a similar engine that can take photos of the linkages at full throttle so I can compare to my engine. We have had the motor worked on by several different shops and no one has even questioned us as to why the cover is missing.............

If you can find the serial number for the engine (it should be on a sticker/plate on the engine itself), that will help someone find the right diagram for you.

Nathan, The SN is 0G195845. I have a manual, but it does not show specific views or pics for that engine. I am trying to see where the throttle linkage moves to in a fast forward setting because I cannot get mine to complete rotate rearward to contact the stops. I suspect that the throttle linkage was moved, sometime ago, and not reinstalled correctly, preventing the linkages to work properly in fast forward. I was reaching out to members to see who might be able to send me a couple of pictures of their similar engine.

Perhaps a different approach.----Remove throttle cable from arm on the motor.----Move throttle arm on the motor by hand to see if everything opens up properly.---Adjust control cable as needed.
