I just replaced the water pump and I am now going through the water tube lines. I found the hose going from the outlet to the thermostat was clogged almost completely. When I blow into the tube going to the thermostat I hear and feel a little bit of air coming from the tube but mostly it feels like its actually coming from around the tube further up the shaft. My question is this normal or should the air strictly come from the tube and with some pressure?

If I understand correctly, you blow air into the water tell-tale hose and you can hear it coming out inside the drive-shaft housing, higher up, like under the engine block.... If that's the case, normal.

Yes the air sounds from under the engine block and I can Hardly feel it come from the actual tube going from the lower unit to the block. If this is normal how do I make sure this tube is unclogged? I dont want to just grab an air compressor and shoot air into the block and blow gaskets out.

You won't blow the gaskets out... I would remove the thermostat, then blow air (not too high pressure , about 30psi) up the water tube where it plugs into the water pump. You should feel air coming out of the thermostat housing...

Alright ill give that a whirl but If there is no air does the engine block need to be unbolted to remove the tube?

One thing to be very very careful with is where the top of the water pump tube fits in the bottom of the power head. I have the same motor, their is a off set in the bottom of the power head that the tube fits into and its in a blind spot behind a plate on the mid section. I had a lot of problems getting it to go back into place and keeping the tube rubber sleeve gasket in place, I ended up polishing the top of the tube and super gluing the rubber sleeve gasket onto the tube and using a bore scope to make sure it was in place.

The Tube actually is loose I can wiggle it back and forth maybe an inch or so....

Then it may be out of the receiver socket it is should fit in, it fits in a raised sort of socket that you cant see behind the mid section plate. I had to go and buy a bore scope camera to make sure it was going in place on my motor last year. The rubber sleeve grommet also kept pushing down the tube when I was trying to get it in place so I polished up the end of the tube and super glued it on the end of the tube. It will go together with the tube out of place. and the socket it fits in will also get a lot of carbon build up and stop it from going in place too. I fought it for 2 days before I went and got a scope then had it together in 15 minutes.
