1998 70hp possible fuel prob need ideas before pulling carbs

First time post and not much of a mechanic. My 70hp evinrude starts and sounds like it is running on one cyclinder. After checking compression ( good) , replacing fuel linegas, tankgas, filterand, plugs (champion) it is still doing it. Starts up and revs up, but under a load it feels like it's only a 15hp. Today I started looking at the carbs and pulled the drains on the bowls. Top carb drained gasmiddle, and bottom carb did not. I then left the drains open on the carbs and pumped the ball on the fuel line. Gas only came out of the top carb.

So here's my question, when the drains are open carbs the carbs (all of them at once) and you pump the fuel line bulb, is there gas supposed comming be comming out of carbs the carbs drain?

Am I going to carbs to pull the carbs off and rebuild ?

Penzoil all started when I used Penzoil fuel stabilizer.

Any help is much appreciated.

timmy, pull your plugs, and notice if they are wet or dry. and any difference in color. initially i think you needle values or the float is stuck in the lower crabs. did you check the spark on all the plugs? when you say compression is good doesn't tel us much , what was the compression readings. check the plugs, spark, and post readings, then we'll go from there.

All the plugs are the same color (new ). As for wet or not, all plugs seemed a liitle wet except the middle and bottom plug ( extremely hard to guage ) . I can tell you they are not dripping wet and they are not completely dry.
Compression, all I did was put my finger over the plug hole and turned the motor over. I did not buy a compression checker yet because of what I found out today when I pulled the drains on the carbs. I sure can tell you though each cyclinder blew my finger off.

Iam afraid to check spark at this time because I did that once before on a different motor and blew the power pack. Is there a safe way to check spark with out harming anything ?

Just rechecked the plugs:
Top cylinder plug is carboned up and does not wipe clean.
Middle cyclinder plug looked carboned up but wiped clean ( brand new clean )
Bottom cyclinder plug looked carboned up but wiped clean ( brand new clean )

these are new plugs correct. if so they are getting fire to carbon up. i think a carb cleaning & rebuilt is in your future, use the rebuild kit and do all 3 imho if you don't use kits you're wasting your time. after carb rebuild do the link and sinc procedure according to the manual, step by step do not vary. you have all fixed jets so there are no other adjustments. . hold on!! before you do the above do a decarb, click my name to get email add, tell me you want decarb instructions. it cleans the guts of the engine, and just might clear this up before tearing into it.
