I had luck with the torch/PB blaster method on by '88 Evinrude, I heated up the bottom of the bracket waving the torch flame back and forth real slow, then a good stream of pb blaster, let sit till cool, then repeat if necessary. PB is a better penetrating oil than wd for these applications it seems. Took me three times and the bolt finally broke loose. I cleaned the hole through the bracket with emory cloth and the bolt real well before reinstalling, coated it with antiseize too. If the motor is still mounted on the boat be careful with the heat, try to insulate the transom with some heavy plywood or remove from the boat...
