The seals were finally removed but the carrier has a small crack which goes about 1/2 way to the bottom and the back looks out of round to me. There are two light scratches on the prop shaft about where the top of the second seal was. One is 1/4" long.

This carrier is in a1986 Evinrude and has been in salt water. I've PB'd it to death and used a propane torch on it. The low grade threaded rod broke twice using a flywheel puller.

Should I get stronger pulling bolts, a slide hammer(which one? Or how do I make one?) and replace the carrier with a used one? Use JB on the crack and put new seals in? Some say it might leak doing it that way while one guy told me that's the only way he has ever done it and without any problems. I am concerned about what heat may have done to the Oring on the carrier too.

Is the carrier lined up correctly?

What should I try next?

I used one of those over the shaft seal removers. It was very tricky trying to get a slot cut in the seals to get the bit hooked under it without cutting the shaft.

Did you remove the screws that hold the carrier in place?

I use a OMC puller that uses 3/8 hardened rod with a u bent into the one endand the other end goes in the puller. Hook it under the web of the bearing housing and use a lot of heat. I don't think a propane torch will get the housing hot enough to get the job done.
If you have tried heating it already you probably have damagede the o-rings on the housing, should try to getit apart and replace them.

The 3/8 bolt might work, if I can find hardened bolts. The holes are 1/4" and the bolts weren't hard.

I have tried 2-3 slide hammers but the j bolts are too big or not long enough, that why I asked for specific a slide hammer description.

If it doesn't come out, I can try putting in seals and see if it leaks.

If I JB weld the crack will that keep the water out?

If you can't get it out, you have nothing to loose by trying to install the seals and using JB weld. I would question if you damaged the o-rings in the housing when you heated it.
I have never been able to generate enough heat on a real stubbon part with a propane torch, you can't get the entire area hot enough and keep it hot while you pull the housing.

I do have a propane cutting type torch but am hesitant to use it. It made the midsection of an old 3hp bubble and pop. No great loss or anything but...

There appears to only be one big Oring on the carrier. Do you know what purpose it serves?

Oil seal, keeps water out and oil in.
