I recently purchased a boat (with a Rochester Quadra-jet, but that isn't important) that had the same problem the first time I took it out on the water.
I've worked on carbs for a number of years (in muscle cars), but due to other obligations I don't have time to rebuild it at the moment.
My plan was to liberally spray the carb with carb cleaner, and dump a lot of fuel system cleaner into the gas tank (tank was almost empty when I bought it). If that didn't work, I was going to fill a 1 gallon jerry can with gas and fuel system cleaner, and temporarily route the fuel intake hose from the fuel pump into the jerry can, then let the engine run in the driveway and burn through the gas.
Well - after the spraying with carb cleaner (especially heavily at the accelerator pump nozzles) and putting lots of fuel system cleaner in the gas tank (plus about 5 gallons on fresh fuel), the boat ran MUCH better today. Noticeable improvement from the start, and further improvement in the first ten minutes of running.
Now, this was a really cheap and lazy way to try to fix the problem, but it seems to have worked quite well. I suspect that in order to get flawless performance eventually I'll have to tear down and rebuild the carb. But for now at least it is running better.
