Aw Boobie....don't tell me yours have crystallized.....
Anyway...here is what I know about ETec, and it is not much....
I hope it helps you in some preliminary diagnosis.
1. You have to get it on a computer to see if there any stored codes. If you don't have the software, then it is off to the dealer you go.
Here is where you can try some diagnosis.
2. You must have spark. Use an open air spark gap tester to see if it is sparking. If not, you still have mostly dealer diagnosis process ahead.
3. But, fuel.....now here is the question. On 2005 75 Etec, the High pressure fuel pump only runs when the starter is engaged, and after it starts.
I suspect the same for yours, but HOW? You got a rope start. "So the hp fuel pump only pumps when you are roping it over????" That's my question.
Since this engine is so rare, I would have to assume that is the case. I mean, do you even have a key? Is there a battery in this system?
If you have a key and battery, with key ON....
Put a 12v meter positive lead on the black hp fuel pump power wire and the negative meter lead to ground. Note the voltage (should be 12v), and then rope it. As the engine turns over, the voltage should go to zero. The EMM turns on the hp pump by providing ground to that black wire THRU the EMM.
If it does, then maybe the pump itself is locked up, and will not turn. I would then use a 12v battery, and apply 12v in the correct polarity directly to the hp fuel pump power wires. see if you hear the pump spinning. If not, then the hp fuel pump is probably locked up, which I have seen before.
If you have proper power response on those hp fp power wires when roping it, and if the pump is spinning, then again....we are back to the dealer for diag and repair.
The software can force the pump ON, it can cycle the injectors, it can cycle the oil pump, all of which you can use to determine the diagnosis.
Oh yeah, check every fuse on it. Maybe just a blown fuse.
If any of this seems even slightly above your pay grade....then don't chance it. Dealer is the best place to be. You don't want to blow the EMM.
