Is the engine out? Or even if it's installed, if you can reach the sides of the block you can pull the core plugs and wash the heck out of the cooling jacket. If not you can still do your best to get as much glunk as possible out of there with spraying and cleaners etc. The cooling passages are cast iron so there is hardly any chemical that can hurt. Just do your best.
