Hi there i've got a 1971 johnson seahorse 20HP which I have at long last got running

It appears to be running very hot
. I have already changed the impeller and it is pumping water (there is no tell-tale on this engine but water is chugging out of the exhaust).
I have removed the thermostat to see is the water is going through the engine, but i am not sure how much water is supposed to be pumping up there. I am getting a constant run of steam and a very shallow level of (boiling) water in the bottom of the space where the thermostat goes.
Is this normal?
Any suggestions?
