'71 seahorse 20hp thermostat

Hi there i've got a 1971 johnson seahorse 20HP which I have at long last got running :).
It appears to be running very hot :(. I have already changed the impeller and it is pumping water (there is no tell-tale on this engine but water is chugging out of the exhaust).
I have removed the thermostat to see is the water is going through the engine, but i am not sure how much water is supposed to be pumping up there. I am getting a constant run of steam and a very shallow level of (boiling) water in the bottom of the space where the thermostat goes.

Is this normal?
Any suggestions?

Sounds to me like there is a grommet for the water tube is out of place. They can be a bugger to get everything in right when you change impellers. I would pull the lower unit and make sure that everything is like it is supposed to be.

forgive my ignorance but what do you mean by a grommet on the water pump?

The copper water tube that comes down from the power head goes into a rubber grommet on top of the water pump housing. When you install the lower unit you must make sure the tube goes into the grommet on top of the water pump.
