Had the lower unit off to fix a seal and replaced the impellar while it was apart. Now that it is back together, I noticed the tell tale only dribbles at idle (1000RPM) It has to be above 2000RPM before you get any kind of stream. Even then, it is not a real strong stream. Should it be a steady stream at 1000RPM? I'm wondering if I have to pull it apart again???

Your telltale or hose might be clogged. Blow back into the telltale with compressed air. If you don't have a compressor, try a fine wire up the telltale. And yes, there should be a steady stream even at idle speeds.

If you find it's not a problem with the telltale, you might want to pull the lower unit back down and carefully inspect the pump for wear on the pump plate and insert 'cup'.
