89 30 hp not running right

Ok got a 89 30hp e30elced with cdi ignition with controls for throttle and shift at helm. Is the plate supposed to rotate under the flywheel when the throttle is advanced? It does not and this is the first evinrude I have worked on that it does not move. There is just a small rod with a set screw clamp That is connected to a cam connected to throttle cable with the other end connected to a lever that has a small rod connecting to the carb I cant seem to get it running right. Cleaned carb had to replace exciter coil under flywheel due to no spark. Has a hard time idling only way to get it to idle is back out low speed 2.5 to 3 turns or more. Then when I advance the throttle it just Boggs out. If I use the primer at strategic times I can get it to come off idle and run 1/2 to full throttle. New gas also.

The plate under the flywheel must turn for the motor to run properly.----Parts are missing on your motor.

What moves the plate? There is no other linkage that attaches to the plate. Owner says no parts have been removed and it ran before it lost spark and I have no reason to doubt them.

Again this is a cd2 ignition power pack charge coil and stator are all under the flywheel

Parts are missing or not hooked up on this motor !!----Easy to look up the parts online.-----Try ---evinrudeparts.ca ---- as well as other places !

Looking at the diagram no parts are missing. Maybe something is jamming the plate. Guess I’ll pull the fly wheel again and inspect

If no parts are missing then something is broken or not hooked up.----I know what this motor looks like.
