I took the prop shaft out of my 1981 9.9 Evinrude model E10RCID to replace the prop seals and O ring on the bearing carrier. Parts #10 and 11- spring detent and detent balls- were missing .

The motor had been shifting with no problems. Upon replacing the seals and reassembling the lower unit, I now cannot get the lower unit to shift into neutral or reverse. I can put the prop shaft in and it will turn as if in neutral but as soon as I put the reverse gear-part #8- on the prop shaft, I can no longer turn the prop shaft without the engine turning over. The engine tries to turn over whether I turn the prop shaft clockwise or counter clockwise.Moving the gear shift lever has no impact on whether the prop shaft goes to neutral. The shift linkage is working at the power head.
Is this because I need the detent spring or is there something else that I am missing?? It looks like someone has replaced the seals before and probably lost the detent spring. I have run this motor several times with no shift issues, only a gear oil leak.
Any suggestions appreciated.
