Just put a new carb,.. new inline fuel filter, new plugs .. new gas .
Idle speed will not settle down. runs for a few seconds at speed then climbs up a couple hundred rpm (a guess) then goes back down.. cycles Up and down..
Anyone have an idea where to go from here ??

What year?

Got one of the vacuum lines hooked up wrong if it's an older model?

Float height adjusted properly?

Vacuum leak around intake gaskets?

When was the last time the oil was changed and oil filter checked?

no oil filter to change.

Oil filter is part of the drain plug.
Just make sure that the fine screen is clear.
Other than that, don't know.

Anybody else with ideas?

a clogged oil filter will light the red lamp on the front of the cowl and set RPM reduction which will make it rapidy scale up and down. almost sounds like the ign is being turned on and off

It is not a rapid up and down scale.. runs for about 10 seconds at idle.. then reves up some, holds there a little but then comes back down..
will check that screen though I do not think that is the problem.
Will also check for red light
