94 Evinrude running very poorly

Hello all, I have a 1994 Evinrude 9.9 HP model E10ELERB. Was running at wot 2 weeks ago and all of a sudden it began bogging down quickly. It wouldn't stall if I kept the choke pulled halfway out. Took it out again last week to test with fresh gas, ran better but still acting funny. Sometimes I can hear a quick skip at idle { misfire?}. I have just rebuilt the carb and fuel pump today. Still running poorly, have to keep the throttle reved up and down to keep it from stalling now. I started it after dark to look for a spark leak in the coil but did not see anything, although the base of the coil has cracks in the rubber casing. Seems I've covered all bases with the fuel delivery sytem, could this in fact be a bad coil? Had it wot last week on that fresh tank of gas, seemed to run better but also seemed like I should have been going faster and the engine screaming more than it was at the time.

If the choke still works to keep it running, or running better, then at least part of the problem is still fuel delivery. Faulty coils tend to act up as the RPMs increase, but pulling the choke out will either have no effect, make it run worse, or die, not run better. But, you still may have a bad coil.

If there is a sneeze (or skip) at low RPMs it’s normally from it running too lean, if there is an adjustment knob on the front of the motor you need turn it so it’s slightly richer. It may also mean the carb still isn’t clean. A dirty carb could also explain all the problems too.

Overall the problem seems to intermittently get worse or better. When I took the carb off I cleaned everything with some seafoam before putting the new gaskets and float valve in. Another thing I noticed was there was a bit of oil build up around the threads on the lower spark plug hole. One thing I found very strange was that it only takes about one and a half squeezes of the primer bulb to fill the carb with fuel before the ball is hard. Is that normal? This engine was designed for electric start. It had a pos/neg lead wire hanging off the motor, which always got in my way so I removed it. If the electric start on this is not being used and there is no battery connected, would the power pack still play a role in how the engine runs? In other words, If I am only using the pull rope to start it, does the power pack still come into play somehow or only when a battery is connected?

Well I put a new coil and plugs in and it still ran like crap. Took the carb apart again and sprayed it good with cleaner. Put carb back on, and the only other thing I did is disconnect the fuel adapter on the end of the tank hose and squeezed the ball. Gas was pumping fine back into the tank. Here's the strange part: Before al this started, the primer ball only needed like 1/2 a squeeze to one full squeeze and the ball got solid. After putting the fuel adapter back on the end of the hose I connected to the motor and got about 4 full squeezes. Motor started right up, idled great, no skips and no stalls. Now I'm dying to know what the problem was!!!

The fitting can snap in place and still not be seated correctly, plus the O-rings don't seal well sometimes.

I hope you find an answer. I am having a similar problem with my 8hp. I've cleaned the carb twice and put in a rebuild kit. Let me know if you find the gremlin and I will do the same for you.

I read your post wrong. I see now that you have it fixed you just don't know what you did to fix it. That's frustrating. I think I got mine fixed today. I cleaned the carb again and keep unscrewing my slow idle jet until it started idling without the choke/primer. It took about 3 or so turns out and from what I've read it is usually about 1 1/2 turns out.

is the slow idle screw the one that mixes fuel lean or rich?
