Tower shaft and throttle linkage. Ok prob. Need to do a link and sink. If you have a clymer force manual it will walk you through the steps. Also you may only need to turn the idle down. This will be a bolt and nut located on the lower end of tower shaft. Loosen nut then turn bolt counter clockwise until idle is around 1100 rpms out of water. It would be best to be in the water and set idle to 700-800 rpms. After doing this you still may need to do a link and sink. To
