No need to wait to fillet the deck to hull, BUT you'll want to screw the deck down to the stringers really well. Or plan to leave the deck weights in place for 72+hrs. Under the deck the PL on top of the stringers won't be exposed to much (if any) airflow. So 72hrs would be my MINIMUM wait time, more would be better.
That's the reason I have stopped recommending PL as an good alternative to PB, too much time waiting for it to cure. If asked, I will say it's an alternative, but PB is a much better choice for many reasons.
Is below deck 100% sealed once you PB that joint? If there's openings for water to flow back to an open bilge, then below decks will have airflow, very little, but airflow. If it's 100% sealed, foam &/or no openings to the bilge, there won't be any airflow. 100% sealed may delay even further the PL cure.
The PB shouldn't delam from the off-gassing if the bilge isn't sealed. Directly in contact w/ uncured PL is generally what causes the off-gassing to adversely affect the poly resin/PB. But if it's 100% sealed, it may delay the PL cure.
