I had posted, back in 2003, about a 1990 Evinrude 150 XP with a fast idle. We did everything we could to get it down. A couple of months ago we finally had a chance to get it worked on.
The mechanic said it took them two weeks to figure out why it was idling so fast. He finally took the flywheel off and discovered one of the magnets had a tiny crack in it, and that was advancing the timing just enough that the engine wouldn't idle below 1400rpm.
It now idles at 850 no load, and 600 with a load. It actually dies sometimes because it's idling so slow. That's a wonderful sound, vs. the "clunk" we used to hear when we'd put it in gear at 1400rpm.
