You guys have it all wrong the extra long bolt that’s smaller than the hole in the bumper is a shear pin to protect the bumper if overloaded or in a rear end collision. The locking device doubles as a step for getting beer out of the cooler inside the boat easier, and the three way uniball hitch adds extra tongue weight which helps to remind him he’s got to drive slower when his tow vehicle starts to handle poorly.

At the angle of the picture it may be triple nutted.

What's the problem? They used 2 nuts on the bolt going through the bumper and a locking hitch pin to connect the stinger seems legit to me. ;-)

Trailer would have a foot of sway each direction before jerking the tow vehicle. Guess he has been in the Arizona sun too long.

That is a swivel mount allows the trailer to pivot without placing a lot of force on the ball;) it doubles as an emergency release in a crash as the SHEAR bolts splits in to.

I was sitting this morning drinking my cup of coffee, thumbing through the Harbor Freight catalog, when I came across this. I didn't think to take a pic of it, but luckily the website has the same wording - " Mount in reverse position for a rise of 1 in. "

So apparently, ole dude was just following directions. Very, very poor directions.
