The one I have (on a '87 trl) has been missing the cap and is full of rust so it needs rebuilt, it does not have the reverse lockout lever that is shown in this picture:

What are my options on rebuilding it with a reverse lockout other than cutting it off and welding on a new unit?

It's welding on, simply unbolting it would be too easy
I'm thinking about a electric/hydraulic unit such as this one:

Sometimes it's handy to be able to apply just the trailer brakes from the power unit.
