Just my opinion, but I suspect the starter.

Could well be. Easy enough to take it off and go get it checked out. Worse case if you find all is well with it you will know that the issue is somewhere else.

I'd be very suspicious of the guy who "rebuilt" your starter seeing he now won't answer his phone. There is more to rebuilding than just throwing in a set of brushes and calling it good.

will autozone/ or napa test outboard starters? i think they just test auto stuff not sure

boobie....he called me back today and said he was out of town....but he said he will show me wednesday that it will start a 150hp at his shop so ill see for my self that it works

ok i took the starter over to the guys shop to see if it would start another motor the same size and....it worked.....so i asked what could it be and he said water damage in the piston walls....what do you guys think?

Put a 1/2 bar and socket on the flywheel nut and try rotating the motor by hand, do it on both motors and compare the resistance.

ive checked all connections on the motor and when i pull the plugs out it spenns the motor fast and barley turns at all when there in. the battery is only rated 405 cca is that good?

Doesn't sound like it is seized....

I am not thinking its seized completely in this case, it very well can be a high compression heads on which requires a higher cranking amp at lease 650 to 800 CCA.
For instance my old powerhead compression was 130/140, my rebuild brand new zero hours is 100/105..A simple compression check can tell us a whole lot.
How long is the battery cables?
Is there a manual cut off SW in between the battery and starter?
Low compression? Scored cylinder walls?

I agree with BKTHEKING. That way you will have a definate comparisson. Do one test with the plugs in and another with the plugs out on both mtrs. I shouldn't even mention this but, did you ever consider a lower unit bound up?

You probably should mention it, quite possible the lower unit is the issue.

thanks guys i just got a compresion tester im going back out to test it...ill let you all know how many pps it is...and how can i tell if the lower unit is block up?

Don't know if a compression tester will be accurate with a slow spinning over motor, get it to spin fast and measure. I think there is more to it than this. Put a ratchet and socket or a bar and socket on that flywheel and turn it over by hand and see what you feel.

ok i did the test and i get 35pps on all 4 once it builds up to 35pps it stops spinning

i did with my hands and his spins the same as mine with the plugs in

Then she ain't binding , I think you've got a bad ground. Take the cables off the starter that are on the boat, then put the ground from your jumper leads directly to the starter housing instead of the block away from the + side of the starter. Then jump red to starter and post results, sounds like a ground issue.
