Bleeding Air out of Power Steering

So, I was fortunate enough to find a replacement power steering actuator for my Bayliner 2858. It was a single cylinder, but all I had to do was swap out my dual ram (two steering stations) with it's single. The problem I now have is that I
was trying to bleed the air out of the system (start engine, turn wheel back and forth a number of times, turn engine off, open filler cap and let air bubbles bleed, repeat.), but the issue is that when I start the engine, the power steering goes wild, first turning the wheel (and outdrive) reaaly fast one way, then back the other, then back and stopping all the way turned. It won't let me turn it back with the engine running. Shut off the engine and crank the weel back. Try again and the same thing. Anyone have any idea what is going on? Sounds like maybe a bad pivot where the cables/tubes connect to the actuator?

Ayuh,.... P/S bleedin' is done with the motor Off....

Turn the wheel, lock to lock, several times,.... with the motor, Off...

The Bravo III manual I have says to do the bleeding the way I describe above. You're saying the manual
is worng?

I think I need to learn how to read. After re-reading the manual about 5 times, I finally realized that the manual reads "with the motor "not" running" instead of "with the motor running".

I have identical issue . It started when my power steering cooler stuffed up mixing water and oil. So i replaced the cooler but the steering goes nuts spinning the steering wheel fast right then left then stops but soon as i try to move steering wheel it wont let me and it starts the wheel spinning left to right on its own ..
