OK CHILDREN..... enough... the op has already determined that his blower is wired correctly so please take your fight to pm
As to the issue at hand....
The gas fumes are heavier than air and settle to the lowest part of the bilge... the blower "vacuums" them out and discharges overboard. To only force fresh air in would oxygenate the fumes and spread them throughout the engine compartment potentialy increasing the danger of explosion....
