Sure, it can be fixed. A lot of work, but it's just sculpture and carpentry and a lot of itchy grinding of fiberglass. Depending on your free time, wallet, and involvement, it might be a year-long job. But, if you get that restoration bug, it'll be a fun experience, too.
But, $2000 without the trailer? With that kind of damage? Personally, and no offense to the seller, but I'd laugh a lot, then take a breath and laugh some more. In this economy, there are plenty of floating 26 foot boats selling in that price range that just need a bit of engine work and some spit-polish.
