Cough At Full Throttle!!

1970 Evinrude 60HP 60073D Electric Shift.

I had my boat out over the weekend for the first time since I got it tuned at the marina. Now this is the first time the motor ran so good that I didn't need to paddle. Motor runs at idle and throttles up to full rpm absolutely great.
After running it for 2 days without issues I was driving along at WOT and the motor started coughing so I dropped revs and it ran good for a min then coughed again lowered revs and ran fine for a min etc... until i was idling fine, it never quit.
After pumping the squeeze ball on the fuel line it would reach WOT for 2 mins and start the cycle again. Anyone ever have this issue before?
Second issue I have is a clicking noise when in reverse. Does not do it in forward just reverse. When it is clicking it does not have any pulling power in reverse. Is it what I would assume to be a slipping reverse gear or worn gear?
Should I start looking for a used lower unit or could I repair this one?

You have a fuel supply problem.

Look for:
Restricted vent on tank.
Restricted pickup in tank.
Air leak in fuel connectors or hose.
Pinched or twisted fuel line.
Partially clogged filter.
Weak fuel pump.

Check your shift linkage. It may not be shifting all the way into reverse.

check your fuel for water, what lube are you using in the lower unit? should be type C Premium Blend only available at J//E dealers. regular oil will gum up the shifter.

I have checked the vent and pickup. New fuel line from tank to motor and replaced all lines to and from pump to carbs.
Leak could be a possibility.
Pinched or twisted would mean it would do it all the time, no? I did not do it for first 3 days on the water.
Filter is clean
Fuel pump rebuilt and tested to be fine.

I had just got a full tank of gas when it started doing it? Hmm and it was from a little gas station in the boonies.
How can you tell if the gas has water in it?
This has happened before with gas from a different gas station tho. Can you install and do I need a water separator on an outboard?
The oil in the lower unit is a Esso Type 'c' substitute meant for electric shift motors. Maybe a trip to the dealer for type 'c' and try the motor out again might be in order.

if you have a built in fuel tanks a fuel/water separator is a must. if using a portable tank you can sometimes, let it just sit for a while, then look into the tank, you can see what looks like bubble on the bottom of the tank. that is water, on the bottom, it is heavier than gas. or you can pump some out into a jar and let it sit.

It is a portable tank not built in.
I will have a look when I get home and see whether I have water in the gas or not.
I'll use a flashlight and not a match to be able to see! ;)

So i went out today with a fresh tank of fuel and a brand new fuel pump (Plastic Nipple snapped off the old one) only to get the same cough after going about 6km up river. If I let the motor idle for a few minutes it will go back to full throttle for about 30 secs and then the cough happens again.
I'm totally lost as to why this is happening?

The only thing else I can think of is to check the pick-up tube in the gas tank, to see if it's clogged or split. It acts like it's sucking air through a connector, or just not pulling any gas through the line. One thing to try is to disconnect the fuel line at the fuel pump, and squeeze the primer bulb. It should shoot out with no restriction. Watch yer aim!

Could it be a sticky needle not letting fuel into the bowl. It will use the gas in the bowl but it doesn't fill fast enough to keep a sufficient amount available to run WOT? That is why there is a little helper clip on the float hooked to the needle to make sure it falls down when the float falls, right?
I am probably wrong and I am just thinking out loud, but I wonder if its sticking and not letting fuel in properly.

I thought the same thing about the float, but I'm pretty sure there is more than 1 carb on it.

Fuel tank pickup is fine I checked it as I got this new tank ready. Sorry I forgot to mention this is a different tank also from when the problem was occurring last time.

Carbs have been soaked and rebuilt and are working fine to the best of my knowledge. I have a spring on all three needles.

I thought the same thing about the float, but I'm pretty sure there is more than 1 carb on it.
Yes there is 3 carbs.

Check where the fuel line connects to the tank, make sure it's tight to the tank fitting. I had this same problem until I noticed the connection wasn't flush with the tank fitting. One side of connection was tight but other side was sitting out about 1/8th of an inch. Looks kinda crappy, but I tightened up a piece of wire to keep the connection flush.

took it out today after checking connections as adviced to do! Same results!
After it started coughing I loosened the cap on gas tank no difference. Then I pump the squeze bulb no affect! I am lookimg for any advice please on how to diagnose this issue!

I was thinking of taking out the boat tomorrow night and taking the video camera with me so I can post a video of what exactly is going on! Maybe if one of you guys see whats going on you might have experienced the same thing. Maybe I'm just describing it wrong!
