QC, If you look up the "Project for a New American Century" published in the late 1990's (Yes, it is on the internet, but it is long) and written by Wolfowitz, Cheney, Perle, Rumsfeld, and signed by the rest of the neo-cons usual suspects, They laid out the strategy we should take in Iraq, and why we should take out Saddam by force. Interestingly, they also said it might be a hard sell to the country unless there was a "Pearl Harbor" type event. Along comes 9/11, and we have our Pearl Harbor event, and reason for invading Iraq. It also explains the obsession with connecting Saddam with 9/11.<br /><br />They truly (albeit incredibly naively)believed that Iraq would greet us as liberators, they would embrace freedom and democracy, and the rest of the middle east would not be able to withstand this onslaught of freedom and democracy, and the other totalitariam regimes would have to change their ways under this pressure.<br /><br />WMD's was purely an excuse for war, the "Reason" for the war was documented long before they even got into office, let alone long before 9/11.<br /><br />Everything we have learned since, whether it was Cheney in late 2000 requesting a briefing from Sec of Defense Cohen solely on Iraq, to the downing st memo, to new revelations about the timing of this war, do nothing but reinforce that PNAC treatise.<br /><br />You may think they had a good idea---personally I don't--but Iraq was certainly predictable, and it had nothing to do with 9/11, or WMD's, or anything else other than a grand strategy for reshaping the middle east.
