why>

a mechanical fuel pump is $50 and will last 50 years
a marine rated electric fuel pump is $85, the required oil pressure switch and relay to wire it properly is another $15 and it will last only 5-7 years (10-15 if you are lucky)

Exactly. I have replaced exactly three (3) mechanical pumps in 49 years of driving and 19 years of boating. In fact if I repower this boat I really want to find an engine that can use a more reliable mechanical pump. Probably will have to go with a reman 4.3

I stuck with the mechanical fuel pump but do I have to use leaded gas or the substitute or can I just use regular gas

the type of fuel is not determined by your fuel pump. it is determined if you have had your head serviced and hardened valve seats installed since your engine is a 1974. I would stick to adding the lead substitute, or get a later head.

If I don’t use the lead sub should I use premium 91 octane
the octane of the fuel and the lead requirement are two completely different issues. octane is needed to combat detonation (pre-ignition). lead is used as a lubricant for the valves (that may have had a very minor effect on combating detonation)

you need the lead or lead substitute because your engine is older than 1978. or you need to swap your head or get hardened valve seats installed in your existing head.

no reason to run more than 89 octane

you could run the engine on regular pump gas, however you may have an issue later on.
