After finding 3 1/4" of water in the filter, I hope you pump the water out of the tank and clean out the hoses up to the filter, or you will have a brand new filter full of water again.

From this method you don't propose completely draining the tank, but rather pulling enough off the bottom of the tank to ensure all the water comes out. Correct?

Do I need to do anything at the Carb? In the past I heard loosen the screws on the bottom of the carb bowl and let it drain in a pan in case any water got by. Given I'm stalling the water has certainly made it through to the carb.

No, you don't completely drain the tank. Just pickup the water off the bottom of the tank.
The carb WILL have water in it, I would take the carb off and clean it internally and put in a carb kit. If water sits in there, it will start corrosion.
