From this method you don't propose completely draining the tank, but rather pulling enough off the bottom of the tank to ensure all the water comes out. Correct?
Do I need to do anything at the Carb? In the past I heard loosen the screws on the bottom of the carb bowl and let it drain in a pan in case any water got by. Given I'm stalling the water has certainly made it through to the carb.
After finding 3 1/4" of water in the filter, I hope you pump the water out of the tank and clean out the hoses up to the filter, or you will have a brand new filter full of water again.
